Statistics from previous property licensing schemes

Using legislation from the Housing Act 2004, we issue property licensing schemes for some private rented properties in Bristol.

These licensing schemes can be introduced to specific areas of the city where evidence suggests there are poor housing conditions and/or poor management practises.

On 6 August 2024 we launched our fifth local scheme. This adds to the current national mandatory licensing schemes for larger Houses in Multiple Occupation (HMOs).

We'll update this page with the scheme outcomes when each one is completed.

Central Area Licensing Scheme: Additional Licensing

July 2019 to July 2024

  • Licences issued: 3,800
  • Properties improved: 2,928
  • Inspections: 3,471. As a result of these inspections:
    • 3,375 (97%) of properties failed to meet licensing conditions on initial inspection
    • 1,035 (30%) of properties licensed under this scheme had serious hazards
    • 1,157 formal and informal notices served on landlords requiring works to be carried out to remedy them
    • 2,779 (80%) of licensed properties inspected were found to have breached HMO management regulations and required remedial works
    • 2,146 (73%) of improved properties have had improvements made to fire safety

The scheme also raised awareness of tenants' rights and gave renters the confidence to report problems, as well as giving advice to landlords. This resulted in 1,559 complaints being received about properties in the licensing area whilst the scheme was in operation.
