What the Homes for Bristol plan is and why we're developing this plan.
The pdf Homes for Bristol: Interim Affordable Housing Delivery Plan 2025-27(4.02 MB) sets out the city's ambition and action plan for the delivery of affordable housing.
It builds on the successes and lessons learnt from the previous Affordable Housing Delivery Plan, Project 1000 (2022-25).
The plan was approved by the Homes and Housing Delivery Committee in February 2025.
What affordable housing is
Affordable housing is low-cost housing for people who can't meet their housing needs because their income is too low to meet private market costs.
This can include people who:
- need to rent a home but can't afford to pay market rents
- are unable to get on the property ladder, including first time buyers
Why we need this plan
In 2023/24, we saw the delivery of 607 new affordable homes across the city.
These were delivered:
- through partnership working with registered and specialist housing providers
- with the council house development programme
- through the private development sector
The new plan sets out the ambition to work at pace to deliver the new affordable homes that the city needs, with a focus on homes that:
- meet a range of different affordable housing needs
- contribute to health and wellbeing
- build community and climate resilience
Social rent homes remain the council's priority for delivery.
It emphasises the importance of partnership working and making the most of council resources, including land and staff time, to enable affordable housing delivery.
The plan has been developed during a period of significant change for the country, the council, the affordable housing sector and the construction sector.
The decision to produce an interim plan reflects the significant policy changes happening at a national, regional and local level.
An interim plan allows the council to ensure future strategies and delivery plans work alongside recent and upcoming changes to national housing policy directions and priorities.
The plan has been developed in close collaboration with a range of internal and external stakeholders. This ensures that it reflects the views, aspirations and challenges of the people and organisations looking to deliver new homes across Bristol.
Between 2021/22 and 2023/24, 1,390 affordable homes were delivered in Bristol. This includes 166 delivered by Bristol City Council, and that 47% of affordable housing delivered in Bristol between 2021/22 and 2023/24 has been on Bristol City Council land.
